Look dude, there is no technicality. It's fairly simple. You're making this much harder than it has to be.
The first time you see a female captain in Trek. I don't know how much easier to make it.
In your fantastic list, you gave the correct answer, the captain of the Saratoga in ST IV. Point to Quincy.
