Good guess, but no.
Note that Star Trek kind of did this screwy and did not follow Naval tradition. Particularly in this scenario. The "Conn" on the Battle Bridge was the person sitting in the "OPS" chair. It was twisted, which is why this question was derived.
HINT: The person was wearing red (at that time).

Supposedly, this is the cast's actual reaction to a practical joke by Tim Russ. He entered the bridge wearing not only the shorts they were expecting, but an...appendage they weren't. A rather oversized appendage.

he was dreaming and in the dream he came to the bridge "out of uniform" in his character's words he was in such a hurry that he failed to put on his uniform.
that's the same episode as the 7 of 9 and Ensign Kim question.
