No. I brought up this question, as ST:TNG used this clip 3 times in the show's running. Originally, once in a flashback, and once in the final commemorative show.

Probably Picard then, because of their relationship throughout the show.

Sorry. Initially Picard was extremely harsh towards "the boy" (aka "the child").

HINT: Pinocchio.

Multiple guesses are allowed. However, I'm pulling out a harder question to stall the next answer.

Question 46) In the ST:TNG episode, "Lonely Among Us", two species were brought onboard ENTERPRISE for peace talks (both applicants to the Federation). The show began with the Selay being transported aboard. Immediately, they insisted that the Anticans' quarters must be located far from them (CDR Riker's arrangement of 100m was not enough). They made one other demand regarding the location of their quarters, in regards to the Anticans. What was this demand?

I'm guessing Riker, when Picard refuses to stay during an away mission.

Not quite, Riker never relieved CAPT Picard for that reason. He challenged an order due to it, but Picard wasn't relieved.
