No. I brought up this question, as ST:TNG used this clip 3 times in the show's running. Originally, once in a flashback, and once in the final commemorative show.

Not quite, Riker never relieved CAPT Picard for that reason. He challenged an order due to it, but Picard wasn't relieved.
